The Goal

Build a website that offers OCWA, the organization that provides quality drinking water to nearly 340,000 consumers in Central New York, a better way of disseminating information to all vendors bidding on a given contract, ensuring transparency and fairness for bidders.

The Solution

Having just been selected for this work last month, we are currently developing a blog-like website in which each company bidding for an OCWA contract will be assigned a username/password account. Any company can login to the site to post a clarifying question about the project for which they are submitting a bid. Answers from OCWA staff will be posted for all bidders to see, ensuring that no company has an unfair advantage over any other.

We are using symfony, a PHP/MySQL-based framework for rapid application development, for our work on this project. Giving us the ability to leverage the power of PHP5's object-oriented features, enforcing strict model-view-controller separation of code, and offering superior database-abstraction and testing tools, symfony is fast becoming our development strategy of choice, if we have our druthers.
